The 52 MWac Kampung Gajah Solar Project was awarded under Malaysia’s Large-Scale Solar round 5 (LSS5). Constant Energy, backed by Virya Energy, is the developer, and ERS Energy is the engineering, procurement and construction (EPC) contractor. Energisation (grid connection and first export) is expected in early 2027.

What is the Kampung Gajah solar project?
It is a 52 MWac large-scale solar plant at Kampung Gajah, Malaysia, developed by Constant Energy, with ERS Energy building it as EPC contractor. The partnership was announced in a Constant Energy press release on 20 January 2026. The EPC contract was finalised in late 2025.
Alex Lum, Executive Director of ERS Energy, said the collaboration “leverages our engineering expertise and regional insight to deliver this project safely and efficiently.”
What is LSS5?
Large-Scale Solar (LSS) is the Energy Commission’s competitive bidding programme for utility-scale solar plants that sell power to the national grid. Round 5, launched in April 2024, targets 2,000 MWac of capacity. It forms part of Malaysia’s National Energy Transition Roadmap (NETR), whose target, set out by the Ministry of Energy Transition and Water Transformation (PETRA), is 70 per cent renewable energy capacity by 2050.
The round has four packages, as reported by The Edge: 250 MW for plants of 1 MW to 10 MW, 250 MW for 10 MW to 30 MW, 1,000 MW for 30 MW to 500 MW, and 500 MW for floating plants, with individual projects from 10 MWac. The two smaller packages are reserved for Bumiputera-owned bidders, while the larger and floating packages require at least 51 per cent Malaysian ownership. Our guide to floating solar in Malaysia covers how those plants are built.
What does an EPC contractor do on a large-scale solar plant?
An EPC contractor takes responsibility for turning a licensed project into a working power plant. The developer owns the project and the power purchase agreement. The contractor delivers the asset to an agreed price, schedule and performance standard.
| Stage | What the EPC contractor does |
|---|---|
| Engineering | Designs the layout, electrical system, grid connection and structures |
| Procurement | Buys and schedules modules, inverters, mounting structures, cables and transformers |
| Construction | Builds the plant on site, managing subcontractors, safety and quality |
| Commissioning | Tests, connects and hands over the plant once it meets grid and performance requirements |
In the Kampung Gajah project, ERS Energy handles engineering design, procurement and construction, while Constant Energy, backed by Virya Energy, is the developer. Financiers and offtakers look at the EPC contract because it fixes the main construction risks. A contractor with a proven record, sound safety systems and a strong supply chain gives them more confidence. Read how to judge a contractor’s safety record in our safety checklist.
For Malaysia’s grid, each LSS plant adds clean capacity that supports the transition away from fossil generation. The press release notes that the project is expected to reduce fossil fuel reliance and carbon emissions, and to create jobs during construction and operation.
How ERS Energy helps
At Kampung Gajah ERS Energy is the EPC contractor, taking the plant from design and procurement through construction, with energisation expected in early 2027. Across 2,000+ projects since 2009, the company has built to ISO 9001, 14001 and 45001 certified systems. Frequently asked questions
When will the Kampung Gajah solar plant start operating?
Energisation is expected in early 2027, according to the Constant Energy press release of 20 January 2026. The EPC contract between Constant Energy and ERS Energy was finalised in late 2025.
Who owns the Kampung Gajah solar project?
Constant Energy is the developer of the project and is backed by Virya Energy. ERS Energy is the EPC contractor responsible for engineering design, procurement and construction.
What is the difference between MWac and MWp?
MWp is the direct current rating of the solar modules under standard test conditions. MWac is the alternating current power the plant can export after the inverters. LSS capacity is stated in MWac, which is why this project is 52 MWac.
