You are eligible for Solar ATAP if you hold a TNB electricity account, the applicant is the account holder or has an authorisation letter, and your planned system stays within the programme limits for your account type. Roof condition and daytime use are practical checks, not programme rules.

Key facts

  • Solar ATAP applies to both domestic and non-domestic TNB consumers, and has done so since 1 January 2026.
  • System limits depend on the account type and, for homes, the supply phase; the full limits are in our explainer.
  • SEDA’s document list asks for an identity card or an authorisation letter from the applicant.
  • Existing NEM users can apply after terminating their NEM contract.
  • Systems above 1 MW fall outside Solar ATAP.

What are the Solar ATAP eligibility rules?

The programme rules are few. You are a TNB consumer, you apply through SEDA, and the system you plan fits the limit for your account type. Solar ATAP took effect on 1 January 2026 (Bernama). The limits themselves, and how export credits work, are set out in Solar ATAP explained.

Home checklist: does my house qualify?

These are the programme rules for a domestic applicant.

  • TNB account: The property has a domestic TNB account, and the applicant is the account holder or carries the holder’s authorisation letter, as SEDA’s document list requires.
  • Supply phase: Your supply phase sets your ceiling, with a higher ceiling for three-phase homes.
  • Existing scheme: If you are on NEM, you must terminate that contract first.

Homeowners who clear these rules may also receive the SuRIA Home rebate, which has its own criteria.

Business checklist: does my premises qualify?

A non-domestic applicant works from Maximum Demand (MD), the peak demand figure on the TNB bill.

  • Non-domestic TNB account: The applicant holds the account or carries an authorisation letter.
  • Maximum Demand: Capacity can reach 100% of MD, capped at 1 MW.
  • Above 1 MW: Such a site is outside Solar ATAP. It can go for an on-site commercial and industrial solar system sized to the load, and large energy users may look at CGPP and CRESS, compared in our CGPP, CRESS and CREAM guide.

What practical checks come before a quotation?

These points are not Solar ATAP criteria, but they decide whether a system makes financial sense.

  • Roof: Sun exposure, shading, age and structure determine how many panels fit, and an ageing roof is better repaired before panels go on it.
  • Daytime consumption: Self-consumption drives most of the saving, so a home that is empty all day gains less.

Do I qualify if I am currently on NEM?

Yes. Existing NEM users can apply for Solar ATAP after terminating their NEM contract. Whether that is worth doing depends on your self-consumption and credit values, which we work through in switching from NEM to Solar ATAP.

What if I do not qualify yet?

If you do not qualify yet, resize the system or repair the roof first. If solar on your own roof is not practical, community schemes may fit, such as those in our guide to CREAM community solar. Start with the Solar ATAP eligibility test.

How ERS Energy helps

We built the Solar ATAP eligibility calculator to answer the phase, Maximum Demand and roof questions quickly. The free online test gives a first answer in a few minutes. Our engineers then inspect the site and design within the limit; homeowners can see our home solar options.

Frequently asked questions

Can tenants apply for Solar ATAP?

SEDA has not published tenant-specific rules. Its document list asks for the account holder’s identity card or an authorisation letter, so a tenant should ask SEDA or TNB whether the account holder’s authorisation letter is enough.

What if my planned system is larger than the limit?

Then that size falls outside Solar ATAP. You can reduce the system to the ceiling for your account type, or, for sites above 1 MW, consider a dedicated on-site commercial system instead.

How do I tell if my home is single-phase or three-phase?

Your TNB bill or meter shows the supply type, and an installer can confirm it during the site visit. The phase sets the domestic ceiling, so check it before sizing a system.

Do I also qualify for the SuRIA Home rebate?

Not automatically. SuRIA Home is limited to Malaysian citizens who are individual TNB customers on a domestic tariff, have not received a SolaRIS cash rebate, and make only one claim per person.
